This is a microsimulation model of the Northern Irish Legal Aid system, using the Family Resources Survey as data. The aim of the project was to design a radically simpler Legal Aid system with broadly the same entitlement levels and costs. To that end, NILAM modelled the existing entitlement rules in great detail, had predictive model forecasting legal needs for each household in the survey and an optimiser which automatically adusts parameters of the legal aid system to best meet cost and entitlement targets.
